I believe this in another new Phillip. The transit of Venus sounds interesting.

Attached you will find four images of the Sun in eclipse obtained on Sunday, May 20, from St. George, Utah, a short distance south of the mid-line of annularity. Conditions were perfect for us: No clouds and a temperature a bit above 40C. (OK, a bit warm, but ...) The Sun disappeared behind a nearby ridge some 15 minutes, or so, before the end. We were located on a high, red sandstone outcrop on the east side of the city.

 

The REALLY BIG event is still to come, namely, the Transit of Venus on the evening of Tuesday, June 5. Remember that this is a very rare event:

    - Only the 8th transit of Venus in the 4 centuries since the invention of the telescope;

    - Only the 7th transit to have been observed, the one in 1631 not having been observable from Europe;

    - No transits occurred during the 20th century;

    - This will be the 2nd transit of Venus in the 21st century -- the first occurred in 2004 but was not visible from Edmonton;

    - This will be the final transit of Venus until December 2117 and, hence, the only one that can be observed by people living today.

    - The path of the planet across the face of the Sun 8 days from today will be almost the same as that observed by Capt. Cook from Tahiti in 1769 and will not be repeated until 2255;

   

To observe the transit you MUST PROTECT YOUR EYES. For $2 you can purchase a pair of 'eclipse viewers' from the gift shop at the 'Telus World of Science'. Those eclipse viewers must  be used only directly in front of your eyes. Do not use them with binoculars or a telescope. The apparent/angular size of Venus will be approximately 1/30 that of the Sun - just large enough that, with the eclipse viewers protecting your eyes, the planet will appear as a black dot on the Sun. An equally safe material to use is a piece of #14 welder's glass.

 

Sheets of 'SeymourSolar' filter material may be available from the Science Shop in Southgate Mall. The Seymour material can be cut and fitted to make safe filters for use with binoculars, telescopes and cameras. That material must be placed in front of the lens and carefully taped in place and sealed around the edges so that no direct sunlight gets into the optical system. Science shops, science centres and science museums elsewhere may also sell protective devices and materials.

 

A much more satisfactory view can be obtained using a properly filtered telescope. I strongly recommend that, if you do not have such a telescope, you should go to the campus observatory on top of CCIS, the new science building at the north end of the 'quad'. Telescopes (with proper filters) will be set up on the south side of the building by 3:30 and there may be a presentation about the transit before it begins. Visitors will be taken up to the big telescopes at apporoximately 4 p.m. (By 8 p.m., or so, the Sun will be blocked from view by neighbouring buildings if you are on the roof. Small telescopes may then be taken down to the ground to extend the viewing time.)

 

It may be more convenient, and certainly there will be more space and more telescopes, to go to the observing deck on the southeast side of the TELUS World of Science in Coronation Park. In addition to the telescopes permanently housed there, local amateurs will be in the surrounding field with a variety of telescopes.

 

Times for the Transit as observed from Edmonton are as follows:

 

    Transit begins at 16:05 MDT.

    Mid transit at 19:27 MDT

    Transit 'ends' at 22:49 MDT.  Note, however, that the Sun will set at 21:58, so the final hour will not be visible from Edmonton.

 

Those times are globally applicable to within a few minutes. Make the usual corrections for other time zones, however.

 

Interesting effects happen for a brief interval approximately 18 minutes following the beginning of the transit, and at approximately 18 minutes before the end.. If you are looking through the telescope belonging to a serious observer, you may be asked to stand a side for a few minutes around that time!

 

The entire transit can be observed in principle from Fort Nelson, BC; Yellowknife and Hay River in the NWT; and from everywhere in the Yukon. i.e. observing circumstances will improve as you go toward the north or northwest from Edmonton.

 

Note that the TELUS World of Science in Calgary also has a public program for this event.

 

I encourage you to distribute this information to as many people as you can. It would be a shame if people did not observe the transit -- or at least try -- due to lack of advance knowledge.

 

We know with high precision when the transit will begin and end, and what the apparent path of Venus will be relative to the Sun. We cannot, unfortunately, guarantee favourable weather conditions!

p.s. The attached images of the eclipsed Sun were taken with a telephoto lens, Nikon D7000 and a filter made out of the 'SeymourSolar' material - ISO1000, 1/1000 second. Those details will work equally well for the transit. However, you should experiment well-in-advance with your own equipment.

The VACD Strategic Plan Goals attached here are the final version pending approval by proxy votes.  Since we didn't have a quorum at the meeting, for the districts that were not represented, last week I sent paper copies of all these documents to your VACD supervisor representative (which is usually but not always your chair) asking them to vote on the strategic plan goals by proxy.  Please encourage them to vote, so we can keep moving forward with our work together.  We'll be talking about the next steps in the strategic planning process at the DM meeting at the end of May and the VACD Board meeting in mid-June.

The next VACD board meeting will be held Thursday, June 14^th, 1:30-4:00 pm, at the USDA Service Center in Berlin.  At this meeting we'll be discussing both district funding in FY 2013 and the Field Office of the Future.  The meeting will be preceded by a VACD Technical Partnership meeting starting at 9:30 am, which you and supervisors are welcome to attend.  Please mark your calendars!

As Districts and NRCS continue to expand and widen their involvement beyond agriculture land management into other environmental areas such as water flows and forestry, we can assume our "customer" base and location of customers will also expand, if not very much change from what it is now.  This expansion and change should be kept in mind when considering where to place the offices of the future and who should be located in which offices.

This is an update to my message of March 19^th regarding the Field Office of the Future initiative launched by NRCS and NACD.  Please have another look at the attached letter which outlines the following questions and points to be included in each state’s Field Office of the Future plan:

1.      How can we best meet the needs and expectations of our customers?

2.      How should the field offices of the future look and function?

3.      How can we focus our resources to get the most from our nation’s conservation investments?

4.      How can we design the most efficient and effective delivery system at the local level?

5.      How can we best prepare for any potential budget constraints?

Our plan needs to outline a vision of what our state’s field offices of the future will look like, including:

·        A review of field offices co-located by NRCS and conservation districts;

·        Identification of the types and levels of service to be provided in these offices;

·        Opportunities for increased operational efficiencies in light of potential budget constraints (technology, labor, cost and location); and

·        Plans for office closures if required by budget constraints.

On April 18^th, we participated a first-ever, nation-wide teleconference at NRCS in Colchester, then continued with an initial brainstorm among Vermont folks about the Field Office of the Future.  Vermont’s conservation districts were represented by Linda Corse (Windham Supervisor & VACD Treasurer), Jeff Carter (Otter Creek Supervisor & Chair of NRCC), Justin Kenney (Winooski District Manager & representing the Vermont Conservation District Employees Association) and me.  Laura DiPietro of VAAFM also attended, along with a number of NRCS staff, including Vicky Drew, Katura Wright, Jim Eikenberry and later Bob Sylvester and Dave Blodgett. 

The teleconference included representatives of NRCS and conservation districts throughout the US and its territories and the leadership of the Conservation Partnership at the national level.  This “Conservation Partnership” officially includes NRCS, the National Association of Conservation Districts, the National Association of State Conservation Agencies, the National Conservation District Employees Association, and the National Association of RC&D Councils. 

Most of the conversation focused on the Field Office of the Future.  NRCS Chief Dave White made it clear that he is empowering each state to determine its own process and develop its own plan, in recognition of the different resource needs and delivery systems across the U.S.  The national speakers on the teleconference emphasized the opportunity this provides for grassroots participation in the process.  Then there were a bunch of questions and suggestions from various states across the country.

We followed the teleconference with a lengthy discussion and brainstorm.  (Notes of this meeting are available if you’d like to see all the details.)  Bob Sylvester spoke about the upcoming technology overhaul of NRCS’ electronic systems (CDSI-Conservation Delivery System Initiative), which is aimed at reducing paperwork and enabling NRCS staff to spend more time in the field.  (This initiative will be rolled out between October and December this year.)  Dave Blodgett discussed the analysis that was done in the process of developing the current NRCS Vermont Zone structure.  We talked extensively about criteria and what new information we might need and how to gather it.

We decided to create a subcommittee that will review the various analyses that NRCS has already done, develop criteria and a process to be vetted by conservation districts and other technical partners, and see the process to completion.  The committee includes Vicky Drew, Jim Eikenberry, Jim Wood, Dave Blodgett and me.  Jim Eikenberry will be helping to coordinate the process.

The subcommittee met on May 2^nd.   We reiterated the need to think of this process as a way to improve our effectiveness, rather than as a way to defend the status quo against a looming disaster.  We also discussed some information about office redesigns, including a recent article in Seven Days.  By the end of the meeting we reframed the questions we are trying to address into two questions, something like the following:

1. In what locations do we need to have permanent physical hubs or offices in order to best serve our customers?
2. In what locations do we not need to have a permanent physical office, but need a presence in order to best serve our customers?  What conditions need to be met in order to adequately provide this presence without a permanent office?

Dave Blodgett provided further detail on the criteria used and analysis done for the NRCS Vermont Zone restructuring in 2007.  The criteria included: co-location with FSA and conservation districts, number of contracts (weighted for complexity), acres in different kinds of production, distance landowners need to travel to the NRCSoffice, etc.  Jim Wood then showed the tool he worked with (originally from Indiana) for the NRCS workload analysis he oversaw in 2009.  This tool draws on live data in the NRCS system, can continue to be used in the future, and can be re-run for specific periods with different kinds of sorting.  It includes ranked natural resource concerns, workload (actual hours spent on different contracts); workload complexity, office efficiency, and proximity to districts.  We talked about the need to update these data analysis tools with more current agricultural statistics and geographical information, as well as to ensure that the natural resource concern rankings are consistent with last year’s (2011) NRCS state resource assessment data. 

We also reviewed and revised the criteria brainstormed in the previous meeting, and discussed  other kinds of data collection needed, including surveys of customers and staff and tracking of customer visits to NRCS offices.

Next Steps:

Keeping in mind that the Field Office of the Future plan is due September 1^st, our aim is to have the criteria established by the end of May and the data analysis completed by the end of June, so that we can spend the rest of the summer discussing the implications of what we have learned.  So the general calendar is:

May – finalize criteria and initiate data analysis

June – continue data analysis

July to August  – discuss results and their implications

Mid to late August – prepare report

More immediately:

The criteria to be used to address these questions will be summarized, clarified and made available to districts and other technical partners for input in the next two weeks.  You will then be given a couple of weeks to a month to discuss them with your boards and provide feedback (depending on your board schedules).  NRCS will host a conference call or meeting(s) if desired for further discussion, questions and dialogue.

NRCS will begin data re-analysis immediately, including tracking the number and content of customer visits to their offices for a period of time, as well as a field employee survey about the structure of their workday.  Further analysis will be done if we come up with new criteria that aren’t captured in the already-planned data analysis.

We are drafting a brief customer survey on Survey Monkey.  VACD and districts will be asked to disseminate the link to and paper copies of this survey to landowners, as NRCS is not allowed to conduct surveys of its customers.

Once we get this ball rolling we will inevitably come up with new ideas that will require us to adjust our approach.  There is also a lively dialogue about this taking place among state conservation district leaders and NRCS soil conservationists, so we will be sharing our thoughts with other states as well as learning from them.

This message is in follow-up to my earlier messages of Mar 30 & Apr 19 about Tropical Storm Irene follow up with agricultural producers.  Please see the press release below (our name in print!) about the survey to determine continuing needs and the status of feed, with a view to developing future assistance for post-Irene follow up.  The survey was launched at the end of last week among producers who either signed an Irene agricultural damage assessment form or applied to the Vermont Community Foundation for assistance.  (There are about 375 of these.  Other lists of farmer contact information could not be used due to confidentiality legislation.)   Please encourage folks you know to complete the survey.  If they have not been contacted directly and would like to be included in the survey, they should contact VAAFM first either by phone (--- --- ----) or through the link below, and they will be given an access code for the survey or called to complete the survey over the phone.  (It's a quick and simple survey.) 

The survey results will be compiled in a couple of weeks and shared with all of the organizations that provide assistance to agricultural producers - probably made public as well.  Then the various agencies and organizations will indicate what kind of continuing support they are able to provide.  This info will be updated and disseminated again, and we'll probably ask for your help with dissemination.

In addition, individual farmers completing the survey will be asked if they would like someone to call them with specific follow up.  We will be triaging this list for follow up and I expect we'll be asking you to help with this as well.  VAAFM will be hiring a temporary Irene case manager who will be helping with follow up as well.

If you you are aware of any farmers who need post-Irene assistance and haven't yet asked for it, please encourage them to contact VAAFM at the number above or their local FSA office.

With two different people emailing, this is becoming a trend.  I wish I could see the job add "I" posted. 

I am definitely interested, but first I need to know when you want me to start? So far I have 2 other families who also want me but they only want me at the end of the year and a German Au pair agency has contacted me to join them. So I am seeing who wants me the earliest so I can let the other families know that I found another family.

I would prefer working in the US as the other 2 families come from Germany and I'd have to learn German there.

TOWING SAFETY FOR YOUR MOTOR VEHICLE AND CARAVAN

§  Electric Brakes must be fitted to your motor vehicle if your van is over 750 kgs to adhere with Australian safety standards. §  Ensure that the GAS BOTTLE and SPARE TYRE is fitted to your trade in and if the van has an annexe please place this inside the van along with ALL poles and ropes.

§  Ensure that the trade in is clean and tidy and if it has a toilet/shower that the cassette fluid has been emptied and flushed.

I can't stand HOA's.  Therefore this is my least favorite of all the Phillip's.  It is hard to refrain from trying to screw things up for him.

I need the executiveboard to look at this request. I am reluctant to approve this as submitted. My concerns are if this is apporved as requested then we may, by accident be setting th HOA up for a potentail lawsuit down the road. I feel that we do not have the authority to advocate the building of a fence on property that does not belong to the homeowner regardless of what may or may not happen to the area in the future.

Should they feel comfortable with this than I am okay as long as there is a clause absolving the ARB members of any corporate liability.

Track Meet - Phillip Lloyd Wilson

This message contained a few pictures of high school age kids.  Sounds like Joshua did pretty well.  Phillip must be an uncle of theirs.  I wonder if he is a cool uncle or a lame one.

Just that you can see them today, hanna has her uniform on today for her first Track meet she is soo proud and Josh with the medals he won at the Conference Track Meet held at the Sack yesterday. He got 1st in the Triple jump with a jump of 35ft 2in, 1st in the Long Jump with a jump of 17ft and their 4x100 Relay team came in second he did great last night
