Tax Problem - Phillip Evan Wilson

Apparently this Phillip has a tax problem.  Poor guy.  Probably just wanting to get on with his life and the Government is hounding him for money.  Or maybe he is a bootlegger shipping illegal whiskey ala Al Copone.  It's open to interpretation, although I prefer the gangster story.
